However HD channels on Freeview-HD use aac audio which can be stereo or 5.1 (output as Dolby Digital). SD channels only use stereo MP2 audio output as lpcm stereo. Only SD channels are volume controllable by the volume control on the remote, unless it has the capability to control the TV as well, in this case pressing the TV button (once set up) will control the volume. As you don't say which box no idea which box you have.
I guess SSD is just a fancy (and confusing way) of referring to Prologic 2 processing which can deliver some sort of surround signal from just 2 (stereo channels). Compared to genuine 5.1 it's not brilliant.
Watch a HD channel and set your TV volume to a normal level, watch a SD channel and use the box remote volume control to match the same sort of level (You may need to turn up the volume to near maximum). Thereafter use the TV (or amplifier volume) to turn the volume up or down
