I have observed this 'feature' but had never really understood what caused it. Prompted by your query I had another look and can now make it happen whenever I want!
When I'm using playback I will often press the Recordings or Guide buttons on the remote. Either will prevent the screen with the delete button appearing when playback is stopped. Annoying huh.
