So if the forward EPG is over the air, why is it so damned slow? I assumed it was pulling the data live over the internet since no other explanation for the appalling slowness of guide scrolling made any sense.

Who knows? Possibly because it is going through the internet checking code every time you scroll? It is plain that they are not very good at coding things that run quickly as evidenced by the slow boot up time.
