I have been uploading screen shots (.png) but the forum seems sensitive to attachment size. What are the rules please?

You use jpeg images. Best to use no more than a typical full HD display.

1920 wide with vertical pixels to retain original aspect ratio (1920 x 1080 for 16:9 image).

It states the maximum file size as 20MB . Larger will need resampling

Full screen capture from Full-HD Desktop

Ah Ha. I see that you have a minimalist desktop GLT. Somewhat like mine. ;=)

I had sorted it out with a lot of the lesser used apps in folders. However about 2 weeks ago my C: boot SSD totally failed. This was replaced by Samsung. As a result I had to use a Macrium reflect C: drive image saved before I sorted it out. It's one of the lower priority jobs

I think the OP's issue is the file is too large as I see .png's are supported.

Any .png greater than 150K was rejected. That's why I had to reduce to <100k - hence poor resolution. GLT says 20MB limit but perhaps that is for jpeg. Any ideas?

Free .png to .jpg converter here

The site says max file size is 20MB, but makes no mention of compression codec.

Probably don't even need a special converter program. Any graphics program worth its salt should be able to open in PNG and save in JPG, the free Paint.net for example.
