You have a dish/lnb issue, channel 407 is on the freesat home transponder (Eutelsat28A at 28.5E). Because the signal is marginal it won't take much in the way of bad weather to stop the box install wizard running, hence why it works sometimes.

Is your dish accessible ?

Sounds like you are going to need some professional help. Aligning a dish isn't that hard, working 3 storey's up is no joke. Is it your dish or a communal one ? If communal it's down to the building management to sort out.
