There is something odd about those numbers which I am afraid I don't understand. I don't think it is low signal strength and you definitely don't need a booster. If you enter your postcode and house number at this link https://www.bbc.co.uk/reception/problems-freeview-reception/#/Freeview it will show which direction your aerial should be pointing (the dotted green line) for the Oxford transmitter. Can you confirm whether your aerial is pointing in that direction?
i did notice that ch 106 bbc4hd is not in the guide list anymore
racing tc ch 261 still showing "channel not available" and did a quick sample of the others reported.
BBC4HD is supplied by the COM7 multiplex broadcast on UHF channel 55 which is showing 0 quality so not surprising you are not getting anything in the guide. If the aerial is pointing in the correct direction then I would suggest contacting a local aerial fitter for some advice.
